TSC Updated JSS Recruitment Requirements for 2024/2025
The recent changes in qualifications for P1 teachers to teach junior secondary schools (JSS) in Kenya have been prompted by the implementation of the Competency-Based Curriculum (CBC). With this new curriculum, there’s a shift of educational focus towards secondary schools, reducing the workload in primary schools.
Starting in 2023, students under the 8-4-4 system will transition to Form 1 after completing the Kenya Certificate of Basic Education (KCPE) examination. Junior high schools are pivotal in educating students in grades 7, 8, and 9 as they prepare for the new CBC 2-6-3-3-3 system.
To accommodate these changes, some primary schools are being transformed into secondary schools, and the Ministry of Education and Culture is improving the infrastructure of these Junior High School (JSS) wings.
Due to a shortage of teachers in both primary and secondary schools, the Ministry of Education and the Department of Teachers are deploying primary school teachers to oversee high school students in JSS. Eligible primary school teachers meeting specific criteria can teach middle school students.

These criteria include qualifications in Special Needs Education, Early Childhood Development Education, relevant diplomas or degrees with a secondary option, or subject-specific qualifications, even without a C+ in KCSE.
The Teachers Service Commission (TSC) also intends to place P1 teachers with advanced qualifications, including degrees, higher degrees, postgraduate qualifications, graduate degrees, and even master’s and PhD qualifications, in secondary schools (JSS).
In summary, these changes reflect the evolving educational landscape in Kenya and the need to align with the Competency-Based Curriculum. They aim to enhance the quality of education at both the primary and secondary levels.
