TSC Teacher Promotion Under CBA
The Teachers Service Commission (TSC) is set to introduce promotions for educators as part of the Collective Bargaining Agreement (CBA) covering 2017 to 2021, with these promotions taking effect in 2023. This development holds great significance for Kenya’s teaching community, eagerly anticipating the potential positive impact on educators’ careers and the overall educational landscape.
Scheduled for implementation in November 2023, these promotions represent the final phase of salary enhancements outlined in the CBA. These benefits are expected to primarily benefit teachers with at least three years of dedicated service, signifying a noteworthy career progression.
Through this initiative, teachers can expect upward mobility in job groups, leading to higher remuneration and associated perks. The TSC has a well-defined strategy, outlining the transition of teachers from C3 to C4, C2 to C3, and C1 to C2 in the foreseeable future.
In total, approximately 4,595 primary school teachers in C1 Job Group are in line for promotions to C2 Job Group, with a budget allocation of around Ksh. 600 million. Furthermore, 2,637 college teachers in C3 Job Group are slated for elevation to C4 Job Group, necessitating a budget of Ksh. 400 million. Additionally, 652 college teachers in D3 Grade will advance to D4 Grade, with an allocation exceeding Ksh. 175 million.
These promotions extend to a variety of education professionals, including primary school head teachers, secondary school principals, deputy principals, deputy head teachers, senior masters, and secondary school teachers. The position of deputy head teacher for regular elementary schools is expected to witness the highest number of promotions, with 7,720 vacancies available.
This comprehensive scheme encompasses promotions for 208 senior masters, 2,733 head teachers, 1,725 deputy principals, 1,330 high school teachers, and 224 deputy principals. To meet the increased salary obligations and facilitate these promotions, the National Treasury is expected to allocate a minimum of Ksh. 2.2 billion.
Nancy Macharia, the Head of the TSC, emphasizes that these promotions encompass not only changes in job titles and groups but also the associated benefits that come with career advancement.
The government’s commitment to enhancing the well-being of educators is evident through the allocation of 2.2 billion shillings to prioritize the automatic promotion of teachers across various categories, aligning with the new TSC salary structure in Kenya, as per the CBA provisions.

This initiative is anticipated to boost teacher morale and enhance the overall quality of education in the country, promising a brighter future for Kenyan students and the nation as a whole.
