Ministry of Education Wins Big in Ruto’s Sh3.6 Trillion Budget

According to Ruto’s 2023/2024 financial year budget, the Ministry Of Education (MoE) and its Security counterpart are the biggest beneficiaries of the Sh3.6 trillion.

Amongst all the state departments, the Ministry of Education has been allocated the highest share of Sh568.8 billion according to the report on the budget estimate that was tabled in Parliament on Thursday.

Secondly, the security department comes immediately after Education with an allocation of Sh338 billion then followed by the Roads department which has been allotted Sh239.5 billion.

On the fourth position, comes the Health Department which has similarly been allocated a sum of Sh125.5 billion.

From the proposal presented, the following departments have been allocated as follows;

2023/2024 Budget Allocations

  1. Agriculture and Food Security – Sh47.3 billion
  2. Transport – Sh43 billion
  3. Government and Justice – Sh8.3 billion
  4. Manufacturing and Industrialization – Sh22.8 billion
  5. Social protection and Affirmative Action – Sh38.5 billion.
  6. Equity, Poverty reduction, women and youth Empowerment – Sh78.7 billion
  7. Sports and Culture, Recreation and Tourism – Sh22.1 billion
  8. Environment Protection, water and Natural Resources – Sh115.1 billion
  9. Executive – Sh2.1 Trillion
  10. Parliament – Sh40 billion.
  11. Judicial service commission – Sh22.9 billion
  12. Consolidated Funds Service – Sh986.2 Billion including Sh628.3 billion for domestic interest payment and an addition of Sh146.9 billion for foreign interest payment.
  13. Counties – Sh385.4 billion in expenditure plan and also an additional Sh44.2 billion conditional grant.

“The overall total gross expenditure in the financial year 2023/2024 budget amounts to Sh3.5993 billion,” read the statement.

Under the Ministry Of Education (MoE), the government has allocated  a sum of Sh15.5 billion towards junior Secondary School Education Capitation.

A further Sh65.4 billion has also been allocated for the Free Day Secondary School Education and the National Health Insurance Fund (NHIF).

Free Primary Education (FPE) it has been allotted a share of Sh12.5 billion.

Still on the Ministry Of Education (MoE), the school feeding program has been allocated a sum of Sh3.9 billion and an additional Sh316.7 billion given to the Teacher’s Employer, Teachers Service Commission (TSC).

Construction of Junior Secondary School (JSS) classrooms has been given a sum of Sh2billion and Sh1.3 billion for the training of the CBC teachers.

Security Department

In the Security Department, the following allocations have been made;

  1. National Intelligence Service – Sh43.8 billion
  2. Defence – Sh143.2 billion
  3. Leasing of motor Vehicles – sh10.7 billion
  4. Police Modernization program – Sh500 million
  5. Medical insurance for police and prison officers – Sh5.6 billion
  6. National Police Service – Sh99 billion
  7. Prison Service – Sh31.3 billion

The Hustler Fund has also been allocated Sh10 billion by the National Treasury while the Youth Empowerment and Opportunities Project has been allocated Sh300 million.

Agricultural Sector

  1. Fertilizer and Subsidy – Sh4.5 billion
  2. Aflatoxin Management – Sh106 million
  3. Sugar reforms – Sh150 million
  4. Miraa Industry Revitalization Project – Sh96 million.

Heath Ministry (Ministry of Education (MoE) Wins Lion Share in Ruto’s Sh3.6 Trillion Budget)

  1. Universal Health Coverage – Sh11.7 billion
  2. Free maternity Health care Sh4 billion
  3. Regional cancer Centres – Sh155 million
  4. COVID Emergency Response Project – Sh3.7 billion.
