Requirements for students Applying for Scholarships in new Funding Model
The new university finance model, introduced by the government on May 3, 2023, is open to students who took the Kenya Certificate of Secondary Education (KCSE) in 2022.
Students from severely vulnerable families will receive 100% assistance under the new funding scheme, while those from needy and less needy situations would receive 93%.
Priority will be given to students from low-income homes when it comes to scholarship distribution because the Higher Education Loans Board (HELB) will finance loans for those from more affluent backgrounds.
Funding is available to all students who applied through the Kenya Universities and Colleges Central Placement Service (KUCCPS) website and got letters from universities and TVET colleges.
Students enrolling at private universities are also eligible for the HELB loan.
To apply, students should go to the New Higher Education Financing site at www.hef.co.ke.
They will need a current email account, the student’s national ID copy, the KCPE and KCSE index numbers, and the year the exam was taken.
A copy of the applicant’s birth certificate, an admissions letter from a college or university, and their parents’ national ID number are also needed to complete the application.

A death certificate in the event that the applicant’s parents are deceased, the ID numbers and registered phone numbers of two guarantors, and a copy of the sponsorship letter if you were sponsored in secondary school are additional documents.
The new funding model will not have an impact on current students, who will continue to receive funds according to the government’s current model.
At the introduction of the new model, President Ruto pledged to abolish the HELB, University Funding Board, and TVET Fund and replace them with a National Skills and Funding Council known as the National Education Fund.
The National Education Fund will coordinate grants, bursaries, and scholarships, connect the two levels to offer a framework for credit transfer, and assist academic advancement.
157,498 people applied for admission to universities out of the 173,127 applicants who met the requirements for admission in the 2022 KCSE, according to KUCCPS.
