TSC To Issue Thousands of Certificates Ahead Of BIVOT Registration
TSC will issue out Certificates of Registration to thousands of teachers ahead of the Biometric Enrolment and Validation of Teachers (BEVOT) exercise as the document will be a key requirement for the exercise.
According to sources, the Teachers Service Commission (TSC) halted the nationwide exercise, which was set to begin in September 2021, as only 32% of teachers had their Registration Certificates.

The piloting exercise conducted in 143 randomly selected public schools revealed that many teachers lacked the document. This can be attributed to the February 15th 2021 circular which prohibited teachers from visiting Upper Hill offices for inquiries.
TSC Biometric registration piloting was conducted in seven counties which included Uasin Gishu, Bungoma, Homa Bay, Nyeri, Kitui, Kilifi, and Garissa.
The counties were picked because they represent both rural and urban environments, providing reliable lessons for the national rollout.
The pilot schools were chosen to represent a variety of geographical and socio-cultural backgrounds.
In the current plan, however, only TSC employed teachers will be issued with the document.
Teachers’ biometric registration entails validating data in government learning institutions as part of the biometric registration process.
This includes primary and secondary schools, the Centre for Mathematics, Science, and Technology Education in Africa (CEMASTEA), Teacher Training Colleges, and the Kenya Institute of Special Education (KISE).
Teachers’ fingerprints will be collected in order to conduct forensic and intelligence-led investigations in cases where examination papers have been tampered with or cell phones and other devices have been used to commit examination malpractices.
This will also assist the Commission in verifying teacher distribution and utilization in schools, establishing areas of teaching specialization, validating public school enrollment, and authenticating teachers’ biodata and employment records.
The exercise will also help to identify teachers who miss classes for an unapproved reason and hold them accountable
Teachers must provide a valid postal address to which the Registration Certificate will be mailed. TSC listed key requirements for teachers in the exercise that will be rolled out nationally during the piloting exercise.
During the exercise teachers will be required to produce a National ID card, registration certificate, Initial appointment letter, Academic Diplomas and Letter of termination.
This comes as the commission is preparing appointment letters for teachers who were automatically promoted to the next grade level in accordance with Career Progression Guidelines (CPG).
Before the exercise, school heads and principals must send a softcopy of the school schedule together with the supporting documentation of the school’s class streams, timetable, and location to the email address bevot@tsc.go.ke.
CEO Nancy Macharia stated that in the future, all teachers joining the commission will undergo biometric enrolment before they enter into TSC payroll.
