TSC Introduces New Allowances For Teachers

“In light of recent developments, teachers and civil servants currently fulfilling interim administrative roles within the Pacific region are set to receive long-awaited allowances for the duration of their service in these positions.

This policy shift represents a significant departure from the status quo, where educators assumed various administrative roles such as Senior Teachers, Senior Masters, Deputy Headteachers, Deputy Principals, Headteachers, Senior Headteachers, Principals, and Senior Principals for extended periods without formal confirmation or any form of remuneration.

The approval of these allowances comes as a tremendous relief, particularly for those individuals who have dutifully undertaken these interim responsibilities for more than six months. This positive change follows the rejection of a contentious bill that aimed to deny these dedicated professionals their rightful allowances.

The dismissal of this bill was based on the grounds of unfair labor practices and discriminatory treatment towards these educators.

In light of these recent developments, it is essential to consider the findings of the National Assembly Labour Committee, which were outlined in their comprehensive report on the Public Service Commission (Amendment) Bill of 2023. The committee has emphasized the necessity of revising the bill due to its apparent contradiction with both constitutional principles and the Employment Act.

One of the committee’s primary recommendations is that an officer should be permitted to serve in an acting capacity for a maximum period of 12 months, after which the position must be declared vacant and subsequently filled through a competitive selection process.

As a consequence of this policy, any individual exceeding the stipulated 12-month timeframe will no longer be entitled to receive acting allowances, ensuring greater transparency and fairness in the allocation of these allowances.

Furthermore, it is important to note that Section 37 of the Employment Act, No. 11 of 2007, explicitly acknowledges and formalizes the concept of appointing an employee in an acting capacity, adding a legal framework to the practice.”
