TSC to consult Ministry of Education Before Promoting, Transferring Teachers

The Ministry of Education must now be consulted by the Teachers Service Commission (TSC) prior to deploying and promoting teachers, headteachers, and principals.

This will be a change from the current situation, in which the Commission has extensive authority over promotion and deployment.

TSC has been instructed to harmonise teacher management standards on deployment, promotion of teachers and institutional administrators, and teacher welfare in accordance with the suggestions made in Prof. Raphael Munavu’s education reform taskforce report.

Stakeholders, particularly the heads of institutions, expressed concern about the absence of talks between TSC and the MoE on the promotion and transfer of teachers.

Other issues included failing to acknowledge and compensate teachers who earned master’s and doctoral degrees, failing to hire technical subject teachers in TTCs, and failing to take other factors like experience and effectiveness into account when promoting teachers under the Career Progression Guideline (CPG).

According to the report, there were serious concerns about the welfare of teachers in the service regarding non-consultative transfers and appointments of institutional administrators between the TSC and MoE, the delocalization policy, the fragmented in-service teacher education programmes, and the absence of a framework for collaboration between partners providing teacher education and management services.

Promotion of Special Needs Education (SNE) teachers, curriculum support officers, secretariat employees, and the establishment of standards for teachers employed by the Board of Management were additional issues.

When then-TSC Secretary Gabriel Lengoiboni abolished the authority of the Provincial Directors of Education and District Education Officers, who were then under the Ministry, to manage teachers, the conflict between the TSC and the Education Ministry got started.

And now, if the PWPER’s suggestion is fully adopted, it suggests that the Ministry of Education will regain its authority and be able to influence how instructors are assigned to positions and promoted, especially heads of institutions who oversee a sizable portion of school funding.

After being centralised, the Ministry has also recovered complete control over quality assurance and standards, with TSC QAS officers being ordered to be moved to the MOE within 6 months.
