TSC Payroll changes Takes Effect; Check Out

The Teachers Service Commission (TSC) recently introduced a significant change affecting all those involved. Dr. Nancy Macharia, TSC’s CEO, issued a circular outlining this change, which introduces the Unified Payroll Number (UPN) aiming to revolutionize how teachers are paid.

This shift towards implementing the UPN aligns with directives issued by the Head of the Public Service last year. It forms part of a broader effort by the National Government to modernize its human resources system, accomplished through the adoption of the Unified Human Resource System (UHR).

The Head of the Public Service has extended this decision to all Public Service organizations, ushering in an era of integrated and streamlined HR processes.

The new UHR system will serve as a centralized repository for storing all human resources data within the public sector, including payroll numbers. This initiative seeks to streamline operations and enhance overall efficiency. Its inspiration stems from recommendations made in the 2015 CARPS Report, which suggested establishing the Unified Human Resource and Payroll generating System (UHR and IJPN) for the public service.

The new Allocation System for Unified Payroll Numbers (UPN) mandates that each public employee be assigned a unique and permanent identification number. Effective March 2023, the Teachers Service Commission has decided to allocate a distinct UPN number to all its payroll members, including teachers.

In the latest T-Pay System, a teacher’s Pay Slip or Teacher’s Payroll will now include a unique combination of identifiers, featuring both a TSC/Employment number and the newly introduced UPN number.
