TSC Issues Timelines for Wealth Declaration Exercise

TSC Wealth Declaration Deadline

The Teachers Service Commission (TSC) is set to initiate a wealth declaration exercise for teachers in November 2023. This exercise, which will be conducted online, is scheduled to continue until December 31, 2023. The Commission is yet to activate the online platform, enabling teachers to disclose their income, assets, and liabilities.

According to Section 26 and 27 of the Public Officer Ethics Act (POEA), all Public Officers, including teachers, are mandated to declare their Income, Assets, and Liabilities (IALs) every two years. Failure to comply or providing false or misleading information could result in penalties, including a fine of Kshs 1,000,000 or imprisonment for up to one year, or both upon conviction, as stated in circular 12/2021 by TSC.

In February 2022, the Commission had issued a warning to withhold salaries of teachers who failed to declare their wealth by December 2021. A list was released in January and sent to Sub County Directors, requiring teachers on the list to explain why they had not declared their wealth as required.

TSC Wealth Declaration Deadline

TSC CEO Nancy Macharia emphasized that teachers, including those on leave, interdiction, suspension, or authorized absence from duty, must declare their Income, Assets, and Liabilities. Teachers with less than two years of employment are also required to submit their initial declarations, as the system is designed to facilitate this.

Heads of Institutions were instructed to monitor the progress of wealth declaration within their respective institutions and report on non-compliance by December 31. It’s important to note that this exercise is exclusively an online process, and physical (hard copy) forms will not be accepted as confirmation of wealth declaration.
