TSC Issues New Guidelines on TPAD Implementation Term 3
The Teachers Service Commission, TSC, has issued new guidelines for conducting the Teacher Performance Appraisal and Development (TPAD 2) during terms 2 and 3. As per the latest memo, the TPAD system will be accessible for term 3 by grade 4, class 8, and form 4 teachers.
For teachers of grade 1, 2, 3, class 5, 6, 7, and form 1, 2, and 3, the portal will be open for term 2, from January 11, 2021, to March 26, 2021.
TSC has informed that the TPAD 2 portal was available for term 2, 2020, from October 12, 2020, to December 31, and was accessible after Circular No. 12/2020 required teachers to report to their work stations upon school reopening.
When the TPAD 2 portal is open, teachers can perform the following tasks:
1. Create a TPAD 2 Account and Log in
2. Schedule an Appraisal Rating Meeting online
3. Undertake Lesson Observation
4. Record learner progress
5. Fill weekly lesson attendance data
6. Reach agreement on Appraisee and Appraiser marks and countersigning
7. Create a lesson observation request
Activities for the new TPAD 2 in terms 2 and 3 require field officers to:
1. Ensure teachers create appraisals based on the classes they teach, i.e., grade 4, class 8, and form 4 teachers for term 3, and others for term 2.
2. Submit lists of missing schools and those lacking IPPD codes in respective Counties.
3. Ensure proper mapping of teachers in schools, zones, sub-counties, and counties.
4. Submit a list of teachers not yet on TPAD online system, with TSC numbers and work stations.
5. Inform heads of institution about Performance Contracts (PC) and its calendar uploaded in the TPAD system.
6. Generate appraisal reports and address discrepancies.
7. Address the lack of adequate support for teachers from field officers.

TSC has identified a lack of support for teachers in using the TPAD online system from field officers, despite assigning rights to various officers. Teachers should be supported for effective service delivery, according to Dr. Mugwuku Menduni, the TSC Director of Quality Assurance and Standards
Specific roles/rights of officers in the TPAD online system are outlined:
1. TSC County Directors: Various administrative tasks.
2. Sub County Directors: Appraisal-related tasks, schedules, and reports.
3. County ICT Officers: Managing teachers’ designations and appraisal details.
4. Curriculum Support Officers (CSOs): Appointments, appraisals, and reports.
5. Head of Institution (HOI): Appraisals, designations, attendance, and reports.
6. Deputy Head of Institution (DHOI): Appraisals, lesson attendance, observation, and reports.
