TSC Issues Date To Approve Pending Teacher Transfers

The Teachers Service Commission (TSC) is planning to release more teachers, especially those who have been relocated from their current work locations. Once the school year ends, the Commission will approve and facilitate the transfer of instructors to their requested locations, both within the same region and between different regions.

However, it’s worth noting that when Regional Directors start approving transfer requests, teachers who already have replacements lined up will be given priority. The process of transferring delocalized teachers back to their home areas presents a challenge for TSC, and they are facing increasing pressure to execute these transfers from various stakeholders.

Despite the pressure, the Commission cannot expedite the return of all teachers to their home counties because not all of them have requested transfers, making the process more complex.

In response to this situation, a Senator has requested that the Committee provide information on the number of transfer requests received by TSC from teachers wishing to return to schools in their home counties due to the Government’s reversal of the delocalization policy. Additionally, the Senator seeks details on the number of approved requests, categorized by county, and when the pending requests will be processed.

Furthermore, there is concern about the inconsistency in granting transfers to teachers from other counties to Embu County while refusing similar requests from teachers whose home county is Embu, even after they have requested transfers to their respective sub-counties within Embu.

Parliament has set a deadline of December 31st for TSC to ensure that all delocalized teachers who have sought transfers are relocated unconditionally. TSC’s board chair, Jamleck Muturi, and director of legal affairs, Calvin Anyuor, have been directed by MPs to ensure the implementation of Parliament’s resolution on teacher delocalization.

The Education Committee, chaired by Tinderet MP Julius Melly, has given the Commission until the end of January to guarantee the return of all delocalized teachers to their home areas. The committee has instructed TSC to provide a report on how it intends to implement the policy after the National Assembly makes a decision on the matter.

It’s important to note that all pending transfer requests will be approved in December after learners complete the Kenya National Examinations Council (KNEC) national examinations for the year 2023. This delay is to avoid interfering with the crucial national examination process.
