To uphold this principle, TSC County Directors have been instructed to reduce instances of teacher and administrative staff absenteeism. Several key points have been highlighted to ensure smooth implementation:

1. Authorized Absences:

Teachers needing to be absent, whether for official tasks or other reasons, must obtain written permission from the Head of Institution. The reason for the absence should be documented in the school logbook.

2. Permission Hierarchy:

Primary school teachers require written permission from TSC Sub-County Directors for absences. Secondary school Principals need approval from TSC County Directors.

3. Official Assignments:

Heads of Institution planning to be away for official assignments that involve public funds must inform County Directors of Education in writing.

4. Strategic Planning:

Government entities, agencies, and NGOs conducting educational programs involving teacher participation are advised to schedule activities during weekends and school holidays.

5. Optimized Timing:

Activities organized by associations such as KESSHA and KEPSHA, as well as elected Sacco, Union, and Society officials, should be strategically planned for weekends and school holidays.

6. Prioritizing Core Activities:

Activities unrelated to core teaching and administrative responsibilities should not take place during regular teaching hours.

7. Contingency Arrangements:

Adequate plans must be in place to ensure classes are attended to even when the assigned teacher is absent. A makeup plan for missed classes should be documented in the logbook.

In conclusion, Heads of Institution are responsible for ensuring the curriculum is covered effectively within the specified timeframe. Failure to comply may lead to appropriate action by County and Sub-County Directors.
