TSC Issues Circular Regarding Grading, Salaries and Allowances 2023

Collective Bargaining Agreements (CBA) have been established between multiple teacher unions and the Teachers Service Commission in Kenya. These agreements bring about changes in teacher compensation, with the first set of alterations taking effect from July 1, 2023.

The subsequent phase will apply to teachers currently employed, encompassing all instructors under the commission’s employ as of July 1, 2023. Notably, existing incremental dates for salary increases will remain unchanged during this transition period. Teachers will continue to receive raises based on the previous pay scales until the new scales come into effect, which will coincide with the annual increment date, occurring on or after July 1, 2023.

It’s essential to underline that all teachers’ annual pay increases will still adhere to the regulations set forth in the 2015 Code of Regulations for teachers. Furthermore, the classifications and grading system as outlined in Table 1 will remain in force.

For more comprehensive details on the updated compensation plan and conversion tables, please refer to Tables 2 through 12 provided as attachments to the circular.

Regarding house allowance rates, there are four distinct categories:

1. Nairobi City falls under Cluster 1.

2. Cluster 2 includes Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale.

3. Group 3 encompasses all remaining extinct local governments.

4. The remaining categories belong to Group 4.

House allowance rates for Clusters 1, 2, or 3 will remain unchanged, while revised prices for Cluster 4 will be introduced gradually.

The initial payment has already been included in the August paycheck, and back pay will commence from July 1, 2023. The second installment of house allowance rates is scheduled to be paid on July 1, 2024. Additional allowances, if applicable, will continue to be paid in accordance with Appendix B.

These agreements are signed and endorsed by Dr. Nancy Njeri Macharia, representing the Teachers Service Commission, in her capacity as the Secretary/Executor of the Commission.
