TSC Has Issued Clarification On North Eastern Teachers Transfers
Teachers in Garrisa County are seeking to relocate to different counties due to security concerns stemming from frequent attacks. These attacks, which often coincide with the start of the school term, disrupt educational activities.
As a result, many teachers gather at the TSCÂ headquarters, waiting for official communication.
A total of 26,907 teachers, who are non-locals in Garrisa County, have applied for transfer letters to move to safer areas. However, the TSC explains that it cannot issue transfer letters to teachers in North-Eastern County, which faces its own security challenges.
Teachers initiate transfer requests through an online system, but they have not received feedback on their applications. The TSC emphasizes that transfers will only occur when suitable replacements are available for the vacant positions.

In the past, teachers could move between counties as per the delocalization policy, but this policy halted in June 2021. By that time, 46,962 teachers in both primary and secondary schools had requested transfers, with only 20,055 successfully relocated. The main criterion for transfers remains the availability of suitable replacements.
The primary goal of delocalization is to promote national cohesion and integration, allowing teachers working in distant regions to reunite with their families. The TSC insists on having replacements in place before approving transfers to maintain educational continuity.
