TSC CEO Tells Munavu Off With Education Reforms

The proposed education reforms by the Raphael Munavu team face a serious threat due to the Teachers Service Commission’s strong criticism of several of its suggestions.

The TSC has accused the Presidential Working Group on Education Reforms (PWPER) of attempting to undermine it by removing its authority and responsibilities over its employees.

In a paper presented to MPs in Mombasa, TSC Chief Executive Nancy Macharia accused the reform team of not consulting with the commission on teacher management issues as directed by the State House.

Dr. Macharia expressed concern that the team didn’t consider the commission’s input on vital teacher-related matters and excluded the TSC from key discussions and visits to institutions.

The TSC believes that if these reforms are implemented as written, they would strip the commission of its constitutional role, compromise its independence, and require constitutional amendments through a citizen initiative.

The TSC is particularly unhappy with recommendations related to teacher training, entry grades, school management, internship programs, and teacher administration.

The commission is willing to accept some changes but insists that certain responsibilities must remain under its authority.

Overall, the TSC sees these reforms as potentially detrimental to its role as a regulator of the teaching service and the quality of education in Kenya.
