TSC Asks Schools to Establish Office of Career Service (OCS)

The Teachers Service Commission (TSC) has instructed all public schools to establish the Office of Career Services (OCS) and appoint a teacher to provide career guidance to students. This measure aims to prevent skill mismatches among learners.

In an internal memo dated August 16, 2023, and signed by the acting Director of Quality Assurance and Standards, Peter Kega, the Commission has directed all its Regional Directors to ensure that every institution within their jurisdiction establishes an Office of Career Service (OCS) and designates a teacher to oversee its activities.

Furthermore, TSC Regional Directors have been tasked with ensuring that this information reaches all County and Sub-County Directors within their jurisdiction. They are also responsible for ensuring that Community Service Learning (CSL) is taught as per the approved curriculum.

This directive from the Commission aligns with the State Department for Labour and Skills Development’s commitment to promoting career guidance, with the goal of reducing skill mismatches, enhancing school-to-work transitions, improving employability, and reintegrating marginalized and at-risk groups into the education and labor market.

These objectives are to be achieved through the National Policy Framework for Career Guidance in Kenya and the National Monitoring and Evaluation Reporting Framework for offices of Career Services.

Both frameworks have been developed by the State Department, which is responsible for overseeing skills development, establishing and managing the institutional framework for linking industry skills development and training.
