TSC Address Matter on Demotion of P1 And Diploma Headteachers
The Teachers Service Commission (TSC), which was widely rumoured to be planning to demote elementary school leaders without a bachelor’s degree, rejected the rumours on Tuesday, August 22.
It further complicated a news report that claimed TSC had launched a new data collection initiative to filter out educators with P1 credentials and degrees.

The erroneous and inaccurate story gained traction after the President’s Working Group on Education Reforms (PWPER) recommended that a single principal oversee nursery, primary, and junior schools.
The Comprehensive School System (PP1—GGrade 9) will be adopted by the Ministry of Education, uniting Pre-Primary, Primary School, and Junior School. The title “Secondary” will be dropped from the current junior secondary and senior secondary schools, in accordance with PWPER’s recommendation.
Concerns about the proposed reforms requiring principals to pursue further education were raised by the teachers.
However, PWPER did not recommend that instructors be degraded as a result of the stricter academic standards in its report to President William Ruto.
The task force proposed that the Ministry of Education, working with TSC, establish a one-year mandatory retooling programme for all pre-service training graduates to adhere to the Competency-Based Curriculum (CBC) in order to develop and retain successful teachers.

Each school will also require the hiring of three deputies, but TSC has not yet specified which instructors would advance based on years of service or academic achievement.
In an Excel file, the Commission reportedly asked school administrators to list their greatest level of education (P1, Bachelor’s, or Master’s).
TSC tells the general public that this request is not made to reward professors with the best academic records.
TSC stopped hiring teachers who only had a primary school diploma and instead started requiring a Primary Education Diploma instead.
Since P1 teachers will no longer be engaged by TSC permanently starting in 2024, those who have been employed with a certificate are urged to further their study.
