While speaking in a commercial radio station the Principal Secretary, Prof Fatuma Chege stated that no teacher will be permitted to teach without a Certificate of good conduct under the new curriculum.
A similar statement was issued in February when she was heading the taskforce on the shift from the 8-4-4 to the 2-6-3-3 education system.
Prof Fatuma was nominated by President Kenyatta on 23rd of March 2021 for the position of Principal Secretary for the newly formed State Department for Implementation of Curriculum Reforms under the Ministry of Education.
National Assembly Speaker, Justin Muturi, announced he received the President’s communication to vet and subsequently approve her.
“The President, having exercised his powers under Article 155(3)(a) of the Constitution, is now seeking the approval of the National Assembly on the appointment of Prof Chege as a Principal Secretary for the aforementioned State Department,” said Muturi.
According to provisions of law and of Standing Order 42 on appointments, Muturi referred the message, together with Prof Chege’s Curriculum Vitae (CV) to the Departmental Committee on Education and Research.
The Law Makers will vet prof. Chege for the position of Principal Secretary, State Department for Implementation of Curriculum reforms.
“The Committee should notify the nominee and the public of the time and place for holding the approval hearings in good time, and upon conclusion of the hearings, table their Report in the House by April 15 to enable the House to consider the matter within stipulated timelines,” said
Muturi.
Under the 2-6-3-3 system prefaced with the competency-based curriculum (CBC), learners will spend 2 years in pre-primary, 6 years in primary, 3 years in junior secondary, and another 3 years in senior secondary school.
The new framework by Prof Chege will probably lock out some teachers from practicing due to the lack of the document. Currently, only teachers registered by the Teachers Service Commission (TSC) produce a list of documents including a Certificate of good conduct during a promotion.
Chege said many changes which will come with the CBC to help instill integrity in the education sector. These changes she said will help weed out teachers who lack decent conduct and work ethics.
It will be mandatory for all TSC teachers to have the certificate once the program is officially rolled out. Private school teachers as well will not be allowed to teach without the document.
Several changes were in the Education docket a few weeks ago by President Kenyatta. In the changes, Sarah Ruto was removed from the Kenya Institute of Curriculum Development (KICD) Chairperson to the position of Education Chief Administrative Secretary (CAS).
Former KICD Chief Executive Officer, Julias Jwan was also moved to the position of State Department of Early Learning and Basic Education as PS, which is important in rolling out the new 2-6-3-3-3 education system.
