Teachers in Job Group C2 Blocked From Becoming Deputies
The TSC will no longer promote primary school teachers in job category C2 to deputy headteachers.
The Commission said this will also affect C2-level acting deputy headteachers.
The Career Progression Guidelines (CPG) for teachers prohibit teachers from skipping job groups for advancement.
A senior teacher in C2 must pass job group C3 before becoming a deputy headteacher in C4.
Deputy headteachers must be in job group C3 for at least three years before being confirmed in C4.
County Directors notified additional teachers who sought for school administration posts this week.
Acting administrators who did not fit the qualifications were not appointed.
TSC Chief Executive Nancy Macharia informed MPs early this week that teachers have not applied for several promotion openings at many levels.
Macharia said the commission’s calls for qualified teachers have failed.

She addressed the National Assembly Education Committee on Tuesday.
The TSC chief noted that early this year, the commission published 14,738 teacher advancement slots to fill natural attrition jobs.
11,231 instructors were hired, however 3,507 positions were unfilled. Affirmative action teachers received 1,021 vacancies.
In June 2023, the commission re-advertised 3,507 open positions. Macharia said selection is underway.
Mandera South MP Haro Abdul suggested TSC set stringent standards to discourage teachers from applying.
Abdul said, “Does it mean no North Eastern teachers qualified to fill the positions advertised?”
Dr. Macharia said 21,071 instructors were promoted last year based on common cadre promotions. She criticised instructors of not seeking chances in other counties.
The commission confronted the difficulty of “promotion based localisation” because teacher promotion is now based on county vacancies, she said.
Teachers cannot be “transferred” to other counties, she told MPs.
Malava MP Malulu Injendi blamed TSC for teachers staying in the same job group for years.
Teachers are demoralised. When do job Group B5 instructors act? Is teacher promotion skewed? Injendi said.
Give teachers optimism by promoting more permanent, pensionable roles. Injendi said.
Dr. Macharia blamed the Salaries and Remuneration Commission (SRC) for ignoring many meetings about teacher promotions.
TSC mapped and deployed 8,367 qualified primary school teachers to teach in JSS throughout the transition.

However, many teachers above C2, especially deputies and primary school heads, did not apply for deployment to JSS because they are already in higher job categories.
