School Heads Ask TSC To Review Teacher Promotion Guidelines
School heads in Kisumu County, under the leadership of George O. Nyangwe, Chairperson of KESSHA Kisumu chapter, have put forward a series of recommendations aimed at facilitating career advancement for teachers without obstacles. One significant proposal is the elimination of Scales C4 and C5, with the introduction of Scale 16 (D6) to enable teachers to progress from C3 to D1. They suggest that a teacher at the D1 level should be eligible for administrative positions like Senior Master, Deputy Principal, or Principal, helping to address the shortage of qualified administrators at higher scales.
Regarding teacher promotions, Nyangwe and his colleagues recommend that the Teachers Service Commission (TSC) should not attach C4 (proposed D1 to D6) to administrative positions exclusively. Instead, they propose that classroom teachers should be able to advance from C1 to D6 without taking on administrative roles. They also urge TSC to reconsider the promotion criteria for principals, advocating for greater flexibility based on the type of school.

To tackle the stagnation issue at C3 and D3 levels, Nyangwe suggests introducing a scale for post-graduate teachers to motivate them to pursue further education. He also emphasizes the importance of fairly compensating teachers in acting positions, including allowances and salaries for the entire duration of their temporary roles.
Nyangwe’s recommendations extend to the treatment of interns, suggesting that those employed and posted as interns should not undergo additional interviews and should instead be considered for permanent and pensionable recruitment. In terms of discipline, he urges TSC to expedite the process, ensuring that no case takes more than six months unless it involves serious and grave charges. He even recommends providing a second chance to teachers dismissed due to alcoholism.
Nyangwe also highlights challenges related to transfers and calls for improvements in the services provided by AON Minet, particularly in terms of the timeliness of approvals. The forum where these recommendations were presented included various education sector stakeholders, emphasizing the importance of these proposals for the region’s educational system.
