On September 9, 2023, Kenyan civil servants and teachers are facing the daunting prospect of delayed salary payments, which will be spread out over the coming months, starting next month. This strategy, recently unveiled by a high-ranking government official, has raised questions among many regarding the specifics of this phased payment arrangement.
David Ndii, Head of the President’s Council of Economic Advisors, acknowledged the recurring financial challenges confronting the government. While assuring that all civil servants would ultimately receive their full salaries, he cautioned that difficult times lay ahead.
Ndii explained that the government is actively addressing its fiscal deficit through domestic borrowing, attributing the current salary delays to operational cash shortages rather than labeling them as a crisis.
During a television appearance, Ndii elucidated the government’s plan to maintain even monthly maturities to secure funds for debt refinancing. He also provided a glimmer of hope by mentioning that part of the situation stemmed from high financial obligations in March.

Ndii disclosed that the country is set to receive Ksh.33 billion ($300 million) in the upcoming week, along with an additional Ksh.20 billion ($200 million) from a syndicated loan. He urged civil servants and teachers to be patient while the government seeks solutions to economic challenges.
In the face of worsening economic conditions, the Kenyan government had previously warned workers about impending tough times and salary delays. Njuguna Ndung’u, the National Treasury Cabinet Secretary, expressed concerns about financial constraints, citing reduced borrowing capacity and underperforming revenue streams as contributing factors.
