Salaries Halted For 740 Workers By Kisii County Government Following Failure To Attend Headcount
In 2022, the Kisii County government conducted an employee headcount with the aim of identifying and removing any ghost workers from its workforce. To achieve this, they required all their personnel to assemble at a designated location and present their official documents. Surprisingly, 740 employees failed to appear for this verification process, representing various departments such as health, education, agriculture, and administration.
As a consequence of their absence, the county government has chosen to withhold their salaries, pending a satisfactory explanation for their nonattendance. The Kisii Agricultural Training Institute served as the specified venue for this crucial staff gathering. The verification of documents was entrusted to representatives from the Institute of Human Resource Management Kenya (IHRM) and an independent audit firm.

The documents under scrutiny included academic certificates, employment letters, identification cards, and other pertinent records. Notably, on September 22, 2023, James Ntabo, the County Secretary and Head of Public Service, issued a communication. In this letter, he outlined that some of the absent staff members had either voluntarily resigned, relocated, passed away, or completed their employment contracts.
As a remedial action, Mr. Ntabo directed the County Human Resource Director to promptly suspend their remuneration until further notice.
