PSC releases new HR guidelines for State Corporations, Universities
New rules on human resource management in state corporations and public universities have been released by the Public Service Commission (PSC).
The Commission warned that any HR instruments released for implementation without prior approval by the Commission will be considered null and void in accordance with the court rulings in a circular signed by CEO Dr Simon Rotich and addressed to all Authorised Officers, Vice Chancellors of Public Universities, and CEOs of State Corporations.
“Any newly developed or reviewed human resource management instruments or proposals for the establishment of new offices or abolition of offices should comply with the guidelines and be submitted to the Commission for consideration and approval,” according to the circular.
The court rulings that upheld the Commission’s role in managing human resources in state enterprises and public colleges serve as a backdrop for the new recommendations. Additionally, they are in compliance with Constitutional Article 234, which describes the duties and authority of the Commission on Human Resource Management in the Public Service.
Through a collaborative approach that included input from numerous stakeholders, the guidelines were created.
