New TTC Entry Qualification Recommendations to Be Implemented

The government is set to implement the recommendations of the Presidential Working Group on Education Reforms concerning entry requirements for Teacher Training Colleges, as announced by Education Cabinet Secretary Ezekiel Machogu.

This decision was made during the launch of the Mandera Teachers’ Training College (MTTC) and Mandera Technical Training Institute (MTTI) in Mandera County.

However, it’s worth noting that the Teachers Service Commission (TSC) has been opposing these proposals. TSC CEO Nancy Macharia has expressed concerns that allowing another entity, such as the Ministry, to determine entry standards for teaching service would go against the Commission’s constitutional mandate.

Macharia has also pointed out that the recommended entry grades suggested by the Working Group do not align with the existing registration requirements set by the TSC framework. She emphasized the importance of numeracy and literacy competencies for effective teaching. She further highlighted that the TSC’s role is to advise the national government on such matters.

The TSC has stressed that the Working Group did not take into account the Commission’s input on significant teaching service issues. Implementing these recommendations could potentially interfere with the Commission’s constitutional mandate and compromise its independence.
