New TSC Requirements, Responsibilities And Appointment Criteria For School Principals
The Teachers Service Commission (TSC) introduced three distinct grades for Secondary School Principals in their 2018 Career Progression Guidelines. These grades, as outlined in the Circular, are Principal (T-Scale 13), Senior Principal (T-Scale 14), and Chief Principal (T-Scale 15).
Principal T-Scale 13: This grade is designed for administrators in secondary schools. The Principal assumes the role of the lead educator and accounting officer, responsible for the day-to-day management of the institution.
Furthermore, they are tasked with developing and implementing educational plans, policies, programs, and curriculum activities within the institution. Promotion to this grade is competitive and depends on the availability of job openings.
To qualify for appointment to this grade, a teacher must meet several criteria, including a minimum of three years’ service as Deputy Principal II/Senior Master I T-Scale 12, holding a Master’s degree in a relevant field, receiving a satisfactory rating in performance appraisal, completing relevant Training for Professional Development (TPD) modules, possessing a valid Teaching Certificate, demonstrating the ability to supervise and mentor other teachers, and meeting the requirements of Chapter six of the Constitution, among other requirements.
Senior Principal T-Scale 14: Similar to the Principal, the Senior Principal grade is for administrators in secondary schools. They also serve as lead educators and accounting officers, overseeing the institution’s operational management and the execution of educational plans, policies, programs, and curriculum activities. Like the previous grade, promotion to Senior Principal is competitive and subject to job availability.
To qualify for this grade, a teacher should have served as a Principal/Deputy Principal I T-Scale 13 for a minimum of three years, hold a Master’s Degree in a relevant area, have a satisfactory performance appraisal and/or Performance Contracting rating, exhibit the ability to supervise and mentor other teachers, complete relevant TPD modules, possess a valid Teaching Certificate, meet Chapter six of the Constitution requirements, and fulfill any other criteria set by the Commission.
Chief Principal T-Scale 15: This grade is also intended for administrators in secondary schools, with the Chief Principal serving as the lead educator and accounting officer. They are responsible for managing the institution’s operations and implementing education plans, policies, programs, and curriculum activities. Promotion to this grade is competitive and subject to job availability.
To qualify for Chief Principal, a teacher should have served as Senior Principal T-Scale 14 for a minimum of three years, hold a Master’s Degree in a relevant field, maintain a satisfactory performance appraisal and performance contracting rating, exhibit the ability to supervise and mentor other teachers, complete relevant TPD modules, possess a valid Teaching Certificate, meet Chapter six of the Constitution requirements, and fulfill any other criteria specified by the Commission.
Given that these two grades are promotional, individuals seeking these positions must undergo interviews conducted by the TSC. The Commission advertises available vacancies, shortlists applicants, and subjects them to interviews as part of the selection process.
