MPs express Concern Over Neglect of Special Schools
Senators have expressed their concerns about the alleged neglect of special education institutions. The Senate Committee on Education has criticized the Ministry of Education for what they perceive as discriminatory treatment toward disabled students, pupils, and the personnel working with them.
The committee pointed out that since 2018, the ministry has not reviewed capitation fees for Special Schools, which cater to thousands of children across the nation. Furthermore, the committee has rejected a proposal by the Ministry to charge parents of children with special needs. According to the committee, parents should not be burdened with additional costs to increase capitation.
During discussions with senior ministry officers at the behest of Senator Joe Nyùtù of Murang’a, the challenges faced by these institutions became apparent. The Committee Chair decried the unjust treatment of schools that receive a significant portion of the government’s annual budget.
Senator Nyùtù, speaking at the Lake Naivasha Resort meeting, noted that the caregiver-to-student ratio was inadequate. Peris Tobiko, a senator-elect, pointed out that a 2018 ministry proposal to revise capitation funds for schools never made it to the Cabinet for approval.

Laikipia Senator John Knyua criticized the Ministry for the increasing financial disputes in recent months, despite receiving over Sh650 billion. The Deputy Director of Special Needs Education, Abdi Moulia Abdi, acknowledged delays in capitation funds to the institutions but stated that the issue had been resolved.
