MoE Seek to install body In Charge of Vice Chancellor Appointment

The Ministry of Education is proposing the establishment of a panel responsible for selecting chancellors for public universities. These chancellors would be appointed by the Cabinet Secretary. The ministry intends for this panel to present three names to the President for consideration.

The motivation behind this proposal is a recognition that governance issues have been having a detrimental impact on the performance of Kenyan universities.

Furthermore, the ministry has raised questions about the role of the Public Service Commission (PSC) in the appointment of senior executives within universities.

This development is occurring as universities grapple with a significant debt exceeding Sh62 billion, which has left them unable to fulfill obligations to suppliers or meet statutory deductions.

Ezekiel Machogu, the CS for Education, has highlighted that governance issues have been a contributing factor to the underperformance of public universities in international rankings, particularly in research and innovation.

To address these concerns, he is suggesting amendments to the Universities Act of 2012, allowing for the appointment of chancellors through a selection panel.

In his statement to the Senate Committee on Education, the CS emphasized that the involvement of the PSC has undermined the autonomy of universities and is part of a broader effort to reform the administration of higher education in the country.
