Machogu Vow To Implement Taskforce Reforms, Forms Committee

Education Cabinet Secretary Ezekiel Machogu has established four committees to oversee the implementation of education reforms. These committees consist of the steering committee, legal committee, sessional paper committee, and departmental technical committee, all tasked with driving the recommendations of the Presidential Working Party Reforms on Education Reforms (PWPER).

Some of the PWPER recommendations have already been put into action, such as integrating Junior Secondary into existing primary schools, introducing a new funding model for higher education, and recruiting additional teachers through the Teachers Service Commission (TSC).

However, Members of Parliament have raised concerns about the reform implementation, alleging that it breaches constitutional provisions. They are calling for a suspension of the Raphael Munavu-led team’s report until it receives approval from the National Assembly.

Emuhaya MP Omboko Milemba expressed that some of the recommendations encroach upon the Teacher Service Commission’s authority and requested Speaker Moses Wetang’ula to provide guidance on the matter.

This development potentially sets up a clash between MPs and President William Ruto, who is eager to have the Munavu recommendations guide the implementation of the competency-based curriculum.

Speaker Wetang’ula directed Majority Leader Kimani Ichung’wah to request a statement from Education Cabinet Secretary Ezekiel Machogu, which will be presented in the House in two weeks.

Machogu defended the Ministry’s readiness to effectively implement the report, citing the establishment of structures and committees to ensure efficiency.

The steering committee, chaired by the CS, will oversee the entire process, offer policy guidance, and secure resources for proposal implementation. It will include members from various government offices and agencies.

The Legal Committee, comprising representatives from different government bodies, will handle legal and policy documents pertaining to education as outlined in the PWPER report.

The Sessional Paper Committee will be responsible for delivering sessional papers, and the Departmental Technical Committee will be chaired by respective Permanent Secretaries.

Machogu emphasized the need for efficient and effective educational systems and structures to achieve inclusive, quality education at all levels. He stressed the importance of clarity in defining the roles of institutions and called for improved efficiency.

He also underscored the necessity of support from other government branches to streamline education’s legal framework and allocate sufficient budget resources for successful education reforms.
