All Examiners To be vetted By DCI and NIS, KNEC Advised

In order to improve the Kenya National Examination Council (KNEC) exams, KASNEB has advised the Council on a number of policies.

KASNEB CEO Richard Leting has advised the council to involve the DCI and NIS in vetting the National Examination administrators to reduce cases of cheating.

The Kenya Accountants and Secretaries National Examination Board (KASNEB) CEO, Richard Leting said that the board scrutinizes its staff from time to time using the DCI and NIS.

“We do a background check and when we find something suspicious, we reject the application,” Leting said.

Leting told KNEC that if they adopt this mechanism, the council will be able to curb cheating in National Examinations.

He further advised the council to increase the human resource and pay the examiners and Contracted Professionals in time so as to ensure that examiners are not easily persuaded to abate cheating.

“At KASNEB, we pay our examiners on time. If they finish marking on Friday by the time the report is out on Mondays, they have their pay,” Richard said.

Richard Leting made these statements while appearing before the National Assembly’s Education Committee as an expert in examination management.

Vetting Of KASNEB Examiners

The KASNEB CEO further indicated that they change their examiners after every three years after thorough scrutiny by the DCI and NIS.

“Our officers pick the exams just before the session that is in the morning and in the afternoon,” Leting said.

Over a long time, the Kenya National Examination Council (KNEC) has indicated severally that early exposure of the exam is the main reason for the increase in exam malpractice in the country.

They mentioned that this has been caused by the Centre managers picking the exams from the containers in the morning for the whole day.

The Kenya National Examination Council always opens a window after which those who wish to be exam administrators make their applications and the period for application is limited.

Among those who were contracted by KNEC in 2022 include;

  • 9,172 Supervisors
  • 49,131 invigilators
  • 10,516 center managers
  • 21,078 security officers
  • 2,319 drivers
  • 3,273 exam management directors
  • 356 data captures
  • 486 clerks
