The Ministry of Education should create a comprehensive school system that covers Pre-Primary through Grade 9 levels and integrates Junior Secondary Schools (JSS) inside current primary schools, according to the recommendations of the Presidential Working Team on Education Reforms.

Pre-Primary, Primary School, and Junior School are included in the Comprehensive School System (PP1–Grade 9), which is run as a single institution. According to the report delivered to President Ruto on Tuesday.

The reform also advises doing away with the terms “Secondary” in the current Junior Secondary and Senior Secondary Schools. Instead, the terms Pre-Primary Education, Primary Education, Junior School, and Senior School will be used to describe these institutions.

A 2-6-3-3-3 education structure with two years of pre-primary school, six years of primary school, three years of junior high school, three years of high school, and at least three years of university was recommended by the Prof. Munavu-led committee.

The Teachers Service Commission (TSC) has been tasked with developing standards for career advancement for teachers in comprehensive schools as part of the reforms.

The regulations will cover hiring, retaining, developing, training, and promoting teachers to ensure they achieve the necessary criteria.

The recommendations clarify the knowledge and abilities required for professional advancement, enhancing the opportunity for teachers hired by the Commission to advance their careers.

In order to join the service and advance in their careers, TSC emphasised the need of prospective workers and currently hired teachers having a thorough understanding of the prerequisites.

The reform mandated that TSC produce guidelines for alternative basic education and training delivery methods.

Under the proposed system, the Kenya National Examinations Council (KNEC) will be given increased responsibility for monitoring student achievement and reporting back to pertinent stakeholders.
