How JSS Capitation Will Be Spent
The Ministry of Education (MoE) gave directions to school heads on how to spend the capitation sent to schools.
Basic Education PS Belio Kipsang signed the circular dated April 14 that was copied to the education CS, Ezekiel Machogu.
From the 2022/2023 supplementary budget, the ministry allocated Sh 9.6 billion that is meant to cater for 1.2 million grade 7 learners.
All the learners who were registered on NEMIS have received a sum of sh.15,042 for each learner in a school.
Following the introduction letter from the Sub-County Director of education, the special sub-Committees were directed to open three types of accounts from the guidelines sent to schools.
These accounts include Tuition capitation, Operational capital funds and infrastructure grants.
The guidelines directed that the funds in the tuition account will only be used for the procurement of teaching and learning materials and nothing else.
It indicates that no virement will be authorized from the tuition account.
The money in the tuition account will be utilized as shown below;
- Teachers guide per school – Sh. 5,784
- Capacity building – sh. 100
- Textbooks and supplementary readers – Sh3,100
- Laboratory Materials – Sh. 225
- Materials for CBC Practicals – Sh. 360.
- Assessment of learners – Sh. 258
- Stationary materials – Sh. 800
From the expenditure above, each student is assigned Sh. 4,843 per student from the tuition account.
The PS stated that the operational account will only hold the government subsidies except for tuition funds.
These government subsidies include;
- Administrative Costs – Sh. 110,000
- Repair and maintenance – Sh. 1,500
- Co-curricular activities – 200
- Local transport and travel Sh. 200
- Medical and Insurance – sh. 325
The total operational account will sum up to Sh. 2,425.
How JSS Capitation Will Be Spent
School heads have been warned to avoid misappropriating these funds as they will be called upon to account for the expenditure.
Some schools are yet to receive the capitation from the ministry due to delays in submitting the data for learners in that school.
Similarly, some schools have not received the capitation due to lack of enough and authentic information from the school heads.
