HELB Launches New Website for Loans; How to Apply
According to President William Ruto’s directive, the new university funding model was introduced by Ezekiel Machogu, Cabinet Secretary for Education, on Monday, July 31.
The Higher Education Financing Portal, which Machogu unveiled, would make government money available to university and TVET students.
“Since the presidential directive on May 3, 2023, on the roll-out of the new funding model, the government has developed and completed the Higher Education Financing Portal to receive applications for scholarships, bursaries, and loans for university and TVET students,” the CS said.
This innovative approach to student financial aid ensures that every Kenyan student is helped in accordance with their level of need while they are enrolled in universities and TVET institutions.
The CS went on to say that the new funding arrangement will not have an impact on any continuing students who are borrowers under the Higher Education Loans Board (HELB).
In May, Ruto clarified that the new model does not raise tuition at universities and added that the government would enhance funding for educational institutions.
The vulnerable, the less vulnerable, and the eligible for support will be the three categories into which the students will be divided under the new model, the president continued.

“Universities and TVETS will no longer receive block funding in the form of capitation based on a differentiated unit cost,” continued Ruto.
How to Apply
Through hef.co.ke, students can use the platform and take advantage of the many services provided.
According to Machogu, students who need financial aid must submit a formal application through the Higher Education Financing portal, which is available at www.hef.co.ke.
The portal has unified a number of education-related services for college students.

Once you’re on the platform, you’ll see the dashboard’s numerous features as well as the tabs for account login and student registration.
The platform is for new students who are enrolling in college or university in September 2023 to apply for loans.
After that, users can provide their residences, educational background, biographical information like their ID number and secondary school index number, and other things.
These specifics must be provided under the tab for student registration.
