HELB Gives Reason for Loan Disbursement 2023
The Higher Education Loans Board (HELB) has not yet distributed funds to both new and current students enrolled in higher education institutions.
Charles Ringera, the CEO of HELB, reassured the Ministry of Education that they are actively monitoring the disbursement process, especially as first-year students continue to apply for funding until October 7th.
Ringera mentioned that they are currently in communication with the Ministry, which is in turn pursuing the release of funds from the Treasury. He emphasized that no funds have been disbursed to either continuing or new students at this point.
Higher Education Principal Secretary Dr. Beatrice Inyangala encouraged university students to report institutions that demand a 7 percent fee payment before admission. She also confirmed that the government has increased funding to support continuing students and ensure uninterrupted operations.

Inyangala explained that Vice Chancellors have requested additional funding for three months to sustain their operations while processing funds for first-year students. She highlighted their ongoing collaboration with Vice Chancellors to provide assistance in this matter.
These statements were made during their appearance before the National Assembly committee on education to discuss the HELB (Amendment) Bill, 2022, and HELB (Amendment) Bill, 2023, sponsored by Machakos Women Representative Joyce Kamene.
Despite a Ministry circular instructing higher education institutions to admit first-year students during the funding process, MPs sought clarification on why students are still being denied admission due to unpaid fees.
