Govt Will Fund All University Students, PS Beatrice Inyangala Announces

Beatrice Inyangala, the Principal Secretary for Higher Education and Research, has at last discussed how the government intends to support college and university students.

On Tuesday of May 16 evening, Inyangala stated to Citizen TV that the government would fully support all students through loans and scholarships.

According to her, the scheme is referred to as valuable scholarship loans with means assessment.

“So the vulnerable – those with zero income and the orphans will get up to 82% scholarship and 18% loan and then the extremely needy will be allocated 70% scholarship and 30% loans,” the PS said.

She added that the poor category will be eligible for 40% of loans and 53% of scholarships.

She stated that only 7% of the program’s costs will be covered by their families at this point.

“For the less needy, they will still be eligible for a scholarship that is 38% of the cost of the program and a loan of 55% of the cost of the program and their families will still only meet the 7% of the cost of the program,” Inyangala explained.

According to Inyangala, the initiative aims to alter the amounts of the scholarship and the loans such that the less needy receive greater scholarships while the more capable have heavier loan loads.

She emphasized that the program will not incur any costs for the weak and the desperately poor.

The Higher Education Loans Board (HELB) has created and used a mean testing tool to establish the levels of need, according to the former Kakamega deputy governor running mate.

Additionally, Inyangala stated that this device is connected to other databases.

For instance, she stated that there are roughly eight (8) elements in this instrument that are taken into account, such as;

  • one’s family background
  • whether they are an orphan, single parent, guardian, or single parent.

“We are also looking at whether they are marginalised or not. Whether they are living with a disability, the size of the family, how many children, the age of the children, school time, and whether they went to a public or private school among other factors,” explained Inyangala.

The PS also said that all these factors will be refined through public participation.

“We shall have discussions and public participation where we’ll get input and continue to refine this so that everybody understands what parameters are going into this instrument and how they are going to affect the way we are going to determine the level of need. But so far it has been working,” said Inyangala.
