The President has been presented with the Educational Taskforce’s final recommendations for approval. The Teachers Service Commission will be obliged to give up many of its current main responsibilities if the reforms are accepted and signed by the president.
TSC is established by Article 237(1) of the Kenyan Constitution. The Teachers Service Commission’s duties and responsibilities were also outlined in this article. The TSC’s responsibilities include hiring, registering, deploying, transferring, disciplining, and terminating teacher contracts.
The task force study, however, suggests that a new body be established to take the position of TSC and be given authority to oversee the teaching profession.
This suggests that TSC will solely be responsible for human resource tasks, with all other responsibilities moving to the newly formed body.

According to reliable information, either a referendum or a parliamentary act will be necessary to implement the reforms. The study also says that TSC’s current functions in quality assurance and standards would be centralised.
Most of the duties carried out by the Teachers Service Commission are instead handled by the Ministry of Education. The taskforce claims that because there would be a simple duplication of roles, the Teachers Service Commission would likewise lose this mandate.
The TSC and the ministry of education have frequently clashed in the past. This is due to the fact that both of them give competing roles and instructions at the county level. As a result, they ultimately cause confusion.
The task committee suggests that the Ministry of Education should house quality assurance. After doing this, they should be granted sole authority to manage every aspect of every basic education school’s activities.
The taskforce also suggests giving the QAS operational authority to implement basic education-related laws, regulations, and recommendations.
A plan to cut the minimum entry grade for teaching institutions is brewing, according to sources close to the discussion. Such adjustments will be expedited going forward.
Along with reviewing the capitation disbursement strategy, the establishment of a TVET commission to manage all human resource activities in institutions was also addressed.
The group also suggests that the Teachers Service Commission hire nursery school teachers rather than county governments.
