For the attention of Regional Directors of Education, County Directors of Education, and Sub County Directors of Education (Please distribute sufficient copies to all head teachers of public primary schools),
Subject: Allocation of FPE Funds to Public Primary Schools’ Accounts 1 and 2
We would like to inform you that the Government has disbursed KSh146.20 per learner to Account I, which has been deposited into the respective schools’ accounts.
The allocation of these funds is as follows (unless authorized otherwise by the relevant authority):
Account 1 (ACC: 1)
– SIMBA: KSh 219.30
1. Supplementary readers: KSh 43.86
2. Textbooks maintenance: KSh 4.39
3. Exercise books: KSh 61.41
4. Reference materials: KSh 21.93
5. Stationery: KSh 14.62
Total: KSh 146.20
Additionally, KSh 137.80 per learner has been released into respective schools’ Account 2 (ACC: 2). The allocation of these funds is as follows (unless authorized otherwise by the relevant authority):

1. Support Staff Wages: KSh 40.58
2. Renovation of Classroom, Building of Toilets, Repairs Maintenance and Improvement (RMI) of Physical Facilities: KSh 20.67
3. Activity: KSh 15.15
4. Local Transport and Traveling (LT&T): KSh 6.89
5. Electricity, Water, and Conservancy (EWC): KSh 12.40
6. Telephone/Box Rental/Postage: KSh 3.38
7. Environmental & Sanitation: KSh 11.02
8. Capacity Building and Meetings (BOM): KSh 16.54
9. Contingencies: KSh 3.65
10. Science and Applied Technology: KSh 2.76
11. ICT Infrastructure Materials: KSh 4.76
Total: KSh 137.80
We kindly request County Directors of Education to promptly share this information with all head teachers of public primary schools under their jurisdiction to ensure the proper utilization of these funds.
Sub County Directors of Education (SCDEs) should collect acknowledgments from schools upon fund receipt, prepare summaries of funds received for each school, and forward these summaries to their respective County Directors of Education (CDEs) within 2 weeks. CDEs will subsequently forward the information to the Director of Primary Education.
SCDEs should also maintain regular oversight to ensure strict adherence to the Ministry’s guidelines regarding fund utilization.
Headteachers are advised that both this disbursement and future disbursements will be based on data from NEMIS. Therefore, it is essential to keep student enrollment information in NEMIS up to date.
All head teachers are expected to display information about the receipt of the capitation grant on school notice boards and discuss the budget during Board of Management (BOM) meetings.
