Five clubs that Man City is more dependent to avoid expulsion from the Premier League for alleged infractions.
The alleged violations discovered by the Premier League have been forwarded to an independent committee, which could make the next several months for Manchester City tense.
Manchester City may be forced to rely on five Premier League clubs to prevent their expulsion from the English top flight after being accused of violating various financial restrictions. The Premier League concluded its four-year investigation of City, which had been prompted by stolen emails from Der Spiegel in 2018 on possible Financial Fair Play violations.

City defended itself against the claims at the time, having a two-year UEFA suspension from competing in the Champions League overturned and a £9 million fine for failure to cooperate lowered. The Court of Arbitration for Sport (CAS) indicated that the then-pending allegations against City had expired and were “either not established or time-barred.”
With no constraints on the length of time since an alleged offense, this final point will not be an issue for the Premier League investigation. City released a statement on their club website in response to the claims, expressing’surprise’ at the alleged violations brought forth by the Premier League.
They claim that conclusive proof exists to exonerate them permanently. However, the high number of claims against City raises doubts regarding the club’s potential consequences.
City could face a points punishment, but expulsion would be the most serious consequence. According to the Premier League’s manual, the commission has a number of “powers” to impose sanctions.
Under section W.51.4, the commission has the authority to “prohibit a responder [club] from playing in league matches or any matches in tournaments that constitute part of the Games Programmes.” In addition, they can subtract points scored or to be scored in league matches or similar contests.
However, their capacity to “recommend that the league dismiss the respondent from membership” is the most incriminating. If the commission recommends that City be expelled, a general meeting of all league members will be held.
Under section B.6 of the Premier League rulebook, “the League may expel a Club from membership if a special resolution to that effect is passed by a majority of not less than three-quarters of such members as (being entitled to do so) vote by their representatives or by proxy at a general meeting where notice of the intention to propose the resolution has been duly given.”
If such a meeting were to occur, City would need five other teams to vote for them in order to remain in the Premier League. No team has ever been expelled from the English Premier League, and such a decision would be unprecedented.
Over the years, clubs have received hefty fines, with QPR receiving a £40m sanction from the English Football League for violating Financial Fair Play regulations, although a £20m settlement was reached on appeal. In the 2009-10 season, Portsmouth was the first and only Premier League team to be docked points for entering administration.
