Education Taskforce Report to Be Implemented By 4 Committees
The Ministry of Education (MoE) has taken significant steps to ensure the effective implementation of recommendations made by the Presidential Working Party on Education Reforms (PWPER) by establishing four committees. These committees have distinct roles and responsibilities to ensure the success of these reforms.
The first committee, the Steering Committee, plays a central role in overseeing the implementation of recommendations, providing policy guidance, mobilizing resources, and approving policies and legislations before they are presented to the Cabinet. They also regularly review progress reports from the Technical Committees and offer feedback throughout the implementation process.
The Steering Committee comprises members from various government offices, including the Executive Office of the President, Office of the Prime Cabinet Secretary, Council of Governors, Office of the Attorney General, and other relevant departments.
The second committee, the Legal Committee, is composed of legal experts from key government entities such as the Office of the Deputy President, Office of the Prime Cabinet Secretary, Office of the Attorney General, MoE, Teachers Service Commission (TSC), and State Agencies (SAGAs). This committee is responsible for scrutinizing and handling all legal and policy documents related to education, aligning them with the PWPER recommendations.

The third committee, the Sessional Paper Committee, consists of economists and technical officers from the MoE. Their primary task is to develop a comprehensive roadmap for the implementation of education reforms, ensuring that the changes are carried out systematically.
The fourth committee, the Departmental Technical Committees, is chaired by Permanent Secretaries and includes technical officers from various State Departments. These committees are responsible for translating policies into actionable steps, making sure that the reform recommendations are put into practice.
This initiative was announced by Dr. Belio Kipsang, the Principal Secretary for Basic Education, on behalf of Education Cabinet Secretary Ezekiel Machogu during a briefing to the Departmental Committee on Education of the National Assembly. The goal is to ensure that the PWPER recommendations are effectively and efficiently implemented in the education sector.
