A significant dispute has arisen between Education Cabinet Secretary Ezekiel Machogu and his Principal Secretary for TVET, Dr. Esther Muoria, regarding a high-ranking position within the ministry.
According to the report, Dr. Muoria had designated John Kiplagat Tuwei as the interim Director of Technical Education, a decision that didn’t sit well with the minister. In response, Machogu has written a letter, outlining the potential serious repercussions if Dr. Muoria does not reverse her earlier appointment.

“In a similar vein, any disregard for approvals, directives, or instructions issued by the duly appointed and officially assigned Director of Technical Education, who is competently fulfilling his duties, will be addressed in accordance with the relevant legal, regulatory, and policy framework,” Machogu stated in a letter as cited by the People Daily.
The conflict escalated further after a meeting held late last month when PS Muoria introduced John Kiplagat Tuwei as the Director of TVET, despite the position already being confirmed to be held by Dr. Opwora, who was appointed by the Minister of Education.
