Education Committee Demands Clarity on learner Capitation Funding From Government

Members of the Education Committee, led by Chairperson Hon. Julius Melly (Tinderet), have called on the government to provide more transparent information about the allocation of funds to students. In a meeting with Education Cabinet Secretary (CS) Ezekiel Machogu and other Ministry officials, the House Team expressed their concerns regarding the lack of clarity regarding the actual amount of money distributed to students in primary and secondary schools.

According to the Committee chairperson, secondary school learners are officially allocated Sh22,244 per student based on Ministry documents and circulars. However, the actual amount reaching the schools is slightly over Sh16,000, leaving a discrepancy that raises questions about where the remaining funds go.

In response to these concerns, Education CS Machogu, along with Principal Secretaries Belio Kipsang (Basic Education) and Beatrice Inyangala (Higher Education), acknowledged the challenges associated with fund allocation, citing under-funding as a major issue.

PS Belio emphasized the need for Members of Parliament to intervene to ensure that the Ministry receives adequate funding, as the capitation issue is likely to persist without proper financial support. He revealed that the Ministry had faced a budgetary shortfall of Sh22 billion in the current financial year.

The Committee chairperson expressed their willingness to help address budgetary gaps but stressed the paramount importance of transparency in communicating the exact amount of money each learner is entitled to receive.

In his words, “We acknowledge capitation is a thorny issue, but as a Committee, we are ready to assist you in filling the gaps in your budget. However, it is crucial for you to be honest with the schools and learners and inform them of the precise amount of money they will each receive according to your budget.”
