ECDE Teachers to Receive Salary from TSC
County Governments will now seek out Teachers with expertise in ECDE. Their salary and perks will be paid by the Teachers Service Commission (TSC).
If it is included in the final report and given the stakeholders’ approval, every nursery school student will additionally earn Sh1,170 annually from the government.
This suggestion was presented by the Presidential Working Party on School Reforms (PWPER), which updated the school system and afterwards asked President William Ruto for his consent.
Only ECDE instructors will reportedly be employed by counties, in accordance with the education committee, but starting in January 2024, TSC will be compelled to pay them.
Teachers will be hired by the Counties from a National Treasury fund, and their salaries will be paid by the TSC from a separate budget.

People who live in other locations will be eligible to receive a housing allowance of 4,200 shillings, a commuter allowance of 4,000 shillings, and a payment for yearly leave of 4,000 shillings.
People who live in challenging places will also receive a hardship allowance of Sh. 8,200.
Competent teachers who take part in the ECDE programme receive a base salary every month between Sh 21,756 and Sh 27,195.

They will also receive a housing allowance of Sh. 3,200 (if they live elsewhere), a leave allowance of Sh. 4,000, and a commuting payment of Sh.
Recipients who reside in challenging locations are also eligible for a hardship allowance of Sh. 6,600.
Additionally, those who get a certificate or diploma from the ECDE will have access to a comprehensive medical coverage that entitles them to first-rate medical attention at any authorised medical facility in the country.
ECDE Teachers Hiring Body
Currently, only a few county governments fully employ ECDE instructors and offer them pension benefits.
Numerous people have taken advantage of them by hiring them as “carers” and paying them meagre wages.
Although the majority of counties do not adhere to this policy, the Council of Governors aimed to hire ECDE teachers full-time and pay them sh24387, sh34395 per, and sh46,494 each graduate.
Teachers are exploited by communities due to their inconsistently low pay.
The ECDE teacher posts will once more go to TSC. After the Labour and Relations Court dismissed the first attempt, this will be the second.
According to the constitution, the TSC is required to hire qualified, registered instructors, register them, and assign them to any public school or institution.
According to Schedule 4 of the law, the County Government is in charge of early childhood and vocational education.
The county government must be in charge of pre-primary education and childcare facilities, including the appointment of instructors.
On the other hand, the majority of ECDE teachers want to be excused from county pay because they think it is unjust and challenging to budget for.
The panel encouraged the TSC to change how it manages the ECDE teachers if the plan is approved.
