ECD Network Strategic Plan 2021-2025 officially launched
H.E Dr James Okumbe Deputy Governor, Siaya County launched the Early Childhood Development (ECD) Network Strategic Plan 2021-2025 at the Jaramogi Oging Odinga University on Monday.
The Ministries of Education and Health in collaboration with the ECD Network for Kenya, Council of Governors, and Siaya County government co-hosted the Fourth National ECD Stakeholders Conference in Siaya County.

The conference brought together over 300 ECD practitioners, researchers, policymakers and leaders from national and county government as well as research institutions, civil society organizations, the private sector, donors, and the media.
Speaking at the 4th ECD conference, the deputy governor said his county will ensure all children ages 0-8 years realise holistic Early Childhood Development for lifelong success.
“Investing in early childhood development is a priority of our County since the advent of the new constitution. Our government has built the capacity of pre-school teachers on early childhood development.” Said Dr. James Okumbe Deputy Governor, Siaya County.
The fourth National Early Childhood Development (ECD) stakeholders’ conference gave an opportunity for the Ministry of Education and ECD partners to discuss progress and programmes to help children to achieve their full potential.
UNICEF is currently supporting the Government of Kenya, through a consultative process with counties and multiple stakeholders, to update and revise the Kenyan Early Childhood Development Policy
UNICEF states that for children to achieve their full potential, they need a strong foundation in their crucial first years; Opportunities to learn Adequate healthcare & nutrition Protection from violence & abuse Caregivers who respond to needs with love and stimulation.
More than a quarter (26 per cent) of children in Kenya are stunted and the 2019 Violence against children survey revealed that nearly half of females (46 per cent) and more than half of males (56 per cent) experienced violence during childhood
Maniza Zaman UNICEF Representative in Kenya emphasized a strong foundation in children’s crucial first years.
“If we want children to achieve their full potential – which is their fundamental human right and enshrined in the Kenyan constitution – they need a strong foundation in their crucial first years.”
Participants discussed and shared insights on the status of ECD programs in Kenya, innovations, challenges and created resolutions to establish a holistic/multi-sectoral approach towards ECD in Kenya, which will enhance policy and practice on the implementation of the Nurturing Care Framework (NCF).
Conference objectives included creating awareness on the need for integration of nurturing care practices in ECD service delivery, advocating for systemic change through policy, at National and County levels, pushing for increased sustainable nurturing care investments in Kenya and interrogating the social fabric and its impact on holistic child development.
