Teachers Who will Serve As JSS Principals
Robert Basil, a member of parliament representing Yatta, has called upon the Ministry of Education to provide more details about the process of appointing junior secondary school principals, commencing in 2019.
This issue arose due to the recommendation by the education reform team to establish junior secondary schools within primary schools nationwide. In response, Basil requested the Cabinet Secretary to clarify the criteria for deploying principals to junior secondary schools and demanded clarity on the status of instructors who have been serving in acting roles. He also questioned when teachers who have been acting as principals or deputies for more than six months would be formally appointed.
Primary school principals have received deployment letters to serve in this role, but the criteria did not necessarily consider their qualifications, as long as they had junior secondary students.
Teachers Who will Serve As JSS Principals
It remains uncertain whether junior secondary schools will have additional administrators. The current primary school headteachers will continue to oversee the junior secondary category, following guidelines from the Ministry of Education during a transitional period of up to a year. Primary school boards of management will act as special subcommittees for junior secondary school management.

Subcommittees, upon receiving an introduction letter from the sub county director of education, will have the authority to open bank accounts for junior secondary schools’ tuition, operational capital, and infrastructure grants.
Junior secondary schools that coexist with primary schools will adopt the name of the primary school. The Ministry of Education mandates separate bank accounts for junior secondary and elementary school sections to manage school resources effectively.
Teachers assigned to junior secondary schools must meet specific qualifications, including a minimum of two principles and one subsidiary pass at “A” Level, or a Diploma in Education with a C+ in relevant teaching courses. Teachers with a Bachelor of Education and a Diploma in Education with a minimum grade of C (plain) in KCSE or its equivalent are eligible. A bachelor’s degree in education is also required, while holders of a Bachelor of Education (Primary Option) are ineligible.
