Primary school headteachers who were appointed to lead Junior Secondary Schools (JSS) will have their contracts terminated by the Teachers Service Commission (TSC) in December 2023, with no prospects of renewal.
Earlier this year, these Headteachers were given deployment letters to JSS, marking the commencement of their one-year contracts set to conclude on December 30, 2023.
A recent report from the Presidential Working Party on Education Reforms (PWPER), which President William Ruto received at the State House last week, has brought about new changes. As per the recommendations to be executed within a year, Nursery, Primary school, and Junior School will merge into a single entity.
This integrated unit, known as the Comprehensive School, will be led by a principal. Assisting the Principal will be teachers overseeing the nursery, primary, and junior levels, carrying the title of deputy principal.
According to TSC guidelines, the principal and deputy principals must hold graduate-level teaching qualifications, including at least a bachelor’s degree in education. Many primary school headteachers are P1 teachers without degrees, though some possess diplomas.

During the promotion, the headteachers’ qualifications were not a primary consideration. According to the prevailing directives, these school heads are temporarily designated to lead the JSS until December 30, 2023.

The commission and the ministry will collaborate to formulate guidelines for senior teachers working under the Principal.

Headteachers who do not meet the criteria for comprehensive school leadership will face demotion and be assigned reduced responsibilities. Consequently, their control over school operations and finances will diminish.
Schools have sometimes operated without substantive heads due to the TSC’s struggle to attract applicants for administrative roles.
The head of the comprehensive school will assume the accounting officer role for all sections under its purview.
