All ECDE Employed Teachers to Be Paid By TSC
County governments will now hire Early Childhood and Development Education (ECDE) instructors. The Teachers Service Commission (TSC) will be responsible for paying their salary and benefits.
The government will also provide each nursery school kid with Sh1,170 year if it is included in the final report and approved by the stakeholders.
The Presidential Working Party on School Reforms (PWPER), which developed improvements to the educational system and subsequently requested approval from President William Ruto, presented this suggestion.
Only ECDE teachers, according to the education committee, will be employed by counties, but starting in January 2024, TSC will be required to pay them.
The Counties will receive one budget from the National Treasury to hire teachers, while the TSC would receive a separate budget to pay their salaries.
Grades for ECDE Teachers’ Jobs and Pay
For ECDE teachers with a diploma, the employment group is C1, and for those with a certificate, the job group is B5.

People with certificates might anticipate a base salary of between Sh 27,195 and Sh 33,994 per month.
They will be eligible for a housing allowance of 4,200 shillings (for those in other regions), a 4,000 shilling commuter allowance, and a 4,000 shilling payment for annual leave.
A hardship stipend of Sh. 8,200 will also be given to people who reside in difficult areas.
The base pay for certified teachers enrolled in the ECDE programme ranges from Sh. 21,756 to Sh. 27,195 per month.
Additionally, they will receive a dwelling allowance of sh. 3,200 (if they live elsewhere) as well as a leave allowance of sh. 4,000, a commuting allowance of sh. 4,000, and a sh.
A hardship stipend of Sh. 6,600 will also be given to people who reside in difficult areas.
Additionally, teachers who receive a certificate or diploma from the ECDE will be covered by a comprehensive medical plan that offers them access to top-notch medical treatment at any authorised medical facility in the nation.
Teachers Hiring Body for ECDE
Currently, only a small number of county governments employ ECDE instructors full-time and provide them with pension benefits.
They have been mistreated by many persons who hired them as “carers” and paid them little wages.
The Council of Governors sought to hire ECDE teachers full-time and pay them sh24387, sh34395 per, and sh46,494 each graduate; however, most counties don’t follow this policy.
Teachers are being exploited by the towns because they receive inconsistently poor compensation.
The jobs of ECDE teachers will once again be transferred to TSC. This will be the second attempt after the Labour and Relations Court blocked the first.
According to the constitution, TSC is required to hire qualified instructors who have already been registered, register them, and place them in any public school or college.
The County Government is in responsibility of early childhood and vocational education, according to Schedule 4 of the law.
Pre-primary education and child care facilities, including teacher employment, must be under county government control.
However, the majority of ECDE teachers want to be exempted from county pay because they believe it to be unfair and difficult to budget for.
If the proposal is accepted, the team suggested that the TSC modify the way it oversees the ECDE instructors.
