KUPPET Reveals Funds Owed By Gov’t As School Capitation
The Kenya Union of Post Primary Education Teachers (KUPPET) Secretary General, Akello Misori, recently revealed that the Ministry of Education (MoE) has an outstanding debt of Ksh19 billion to secondary schools across the country.
According to KUPPET, this debt includes Ksh905 per learner for the last Financial Year (FY) which ended on June 30, 2023, and an additional Ksh5,561 per learner for the first quarter of the current FY 2023/2024.
In a statement released by Misori, it was emphasized that schools have not yet received any capitation funds for the current term, and only a partial payment of Ksh3,187 was made on September 19, 2023, which goes toward offsetting the arrears owed from the previous FY.
This issue arose after the Principal Secretary (PS) for Basic Education, Belio Kipsang’, issued a Circular on September 19, 2023, to all County Directors of Education (CDEs), instructing them to demand accountability for the money allocated to schools within their jurisdictions.
Misori pointed out that the circular required school principals to confirm the receipt of funds totaling Ksh4,002.87 per learner for the third term of 2023. However, this directive contradicted the fact that only Ksh3,187.87 per learner had been remitted to schools.

Furthermore, KUPPET’s secretary stated that the Ministry had retained a total of Ksh3,449.50 per learner, which had been diverted to the Kenya Institute of Curriculum Development (KICD), Centre for Mathematics, Science, and Technology Education in Africa (CEMASTEA), and the National Hospital Insurance Fund (NHIF) for secondary school learners’ medical insurance (EduAfya). This situation left school principals unable to account for over Ksh10 billion that they had not received.
Misori concluded by urging the government to withdraw the circular, promptly disburse the long-delayed funds to schools, and exercise caution to prevent potential disruptions to the school calendar during this critical period.
To provide some context, in the previous fiscal year (FY 2022/2023), schools received varying amounts per learner in each quarter, with a cumulative total of Ksh21,338 per learner being disbursed by the Ministry of Education.
