Education CS Sends Apology To School Heads Again
Ezekiel Machogu, the Education Cabinet Secretary (CS), has apologised to the people for the delay in giving schools their capitation funds.
“We’re sorry about the delay, but by the end of the week, all of the schools in the country will have received the money,” he said.
During a question-and-answer session at the National Assembly on June 7, 2023, Machogu said that he was always in touch with the National Treasury, which would release the money today, June 10, 2023.

“And I want to tell the honourable members and the whole country that he has confirmed that the money will be in the Ministry’s accounts by tomorrow, and then we will be able to give it to all schools in the country,” he said.
This is the second time Machogu has made a promise to teachers about the distribution of funds. Last week, he also promised that the money would get to schools by June 2.
His earlier news made school leaders nervous as suppliers and debtors tightened their grip on them. As a result, some principals threatened to close schools to stop the pressure from creditors and possible unrest from students.
Teachers’ groups put more pressure on the Ministry by giving them an ultimatum: give them the money or schools will close.

Omboko Milemba, the National Chairman of the Kenya Union of Post-Primary Education (KUPPET), gave the Ministry three days to release the funds or schools will have to close.
Prof. Henry Onderi, who is the head of the Kisii County Education Board, said that the delay had caused a lot of problems in schools because they couldn’t pay for things like food, bills, and learning tools.
He asked parents to use what little money they had to pay school fees so that their kids could stay in school.
Onderi also told teachers that they should accept food or services from parents as a form of payment.
The Chairman asked the government to change its plan to get rid of boarding schools so that teachers would have less work to do.
He said that the government made too many promises and asked leaders and soldiers to stop making education about politics.
