Public Service Cabinet Secretary (CS) Justin Muturi has reaffirmed his commitment to serving in government despite recent political shifts. Muturi emphasized that his decision to remain in office is grounded in his active participation in the Kenya Kwanza campaign during the 2022 general elections. As a member of the coalition, he believes he has every right to continue holding his position within the administration.

Muturi addressed concerns about his party’s decision to exit the Kenya Kwanza coalition, clarifying that his role as a cabinet secretary prevents him from engaging in party politics. He cited Article 77(2) of the Kenyan Constitution, which prohibits appointed state officers from holding positions in political parties. Consequently, when he accepted the position of Attorney General and later transitioned to his current role as CS for Public Service, he stepped down from his leadership role in the party and ceased involvement in its affairs.

When asked about his awareness of the party’s decision to leave the coalition, Muturi stated that he had not been directly informed about the move. However, he acknowledged that the party leadership holds the authority to make such decisions through its internal mechanisms, including the National Executive Council (NEC) and the management committee. He asserted that their actions were independent and did not require his input.

Addressing His January Press Statement

In early January, Muturi held a press briefing at Serena Hotel, where he voiced his concerns over abductions and extrajudicial killings occurring in the country. Reflecting on the statement, he reaffirmed that his stance was rooted in constitutional principles and aimed at urging the government to address these issues.

He stressed that opposing unlawful acts such as abductions and extrajudicial executions should not be grounds for resignation. Instead, he argued that his statement should be seen as reinforcing the government’s commitment to upholding the Constitution, which guarantees due process for all individuals under the law. He reiterated that any arrests must be conducted lawfully, with suspects being informed of the charges against them and presented in court within the stipulated 24-hour period.

The interview also revisited a speech Muturi made at the Nairobi Funeral Home, where he held President William Ruto accountable for certain issues, insisting that ultimate responsibility lay with him. Additionally, he was questioned about his public comments in Homa Bay County in December and how they might impact his working relationship with the president.

Further discussion revolved around his efforts to locate his son, Lesie, and his involvement in the reported United Democratic Alliance (UDA) and Orange Democratic Movement (ODM) political discussions.

Moreover, Muturi was asked about his absence from cabinet proceedings, particularly a recent session in Kakamega County. When questioned whether his nonattendance could be considered insubordination, he acknowledged his absence and promised to explain his reasons upon the program’s return from a break.
