KMTC placements on KUCCPS Quashed by parliament
As a result of the National Assembly’s decision to invalidate the Kenya Universities and Colleges Central Placement Services (KUCCPS) placement process, students hoping to enrol in the Kenya Medical Training College (KMTC) in 2023 will have to wait longer.
The placement procedure was deemed to have been “marred with illegalities” by the parliamentary committee on health. The process was found invalid by the Robert Pukose-led committee.
Due to the irregularities, the nearly 42,000 students who had applied to KMTC universities will now need to reapply.
A court decision that states unequivocally that student placement should be handled by the KMTC board and that KUCCPS administering the placement is unlawful, according to Pukose, makes it evident that the procedure is invalid.
The committee also decided that KUCCPS should give KMTC a total of Ksh. 8.4 million that the applicants had already paid.
“It should be clear that the student who had paid the application fee should not repay when reapplying, but on how the selection will be done, we will leave it to the board,” Pukose stated.

In spite of the law placing the responsibility on the KMTC board, Health Cabinet Secretary Susan Nakhumicha spoke before the committee to defend the decision to let KUCCPS to conduct placements.
“A judge has ordered that KUCCPS and KMTC not be associated; were you unaware that you were breaking the law? Did you ask the AG for advice? Kilgoris MP Julius Sunkuli posed.
He continued, “KUCCPS is a stranger in this setting; we should fire them and let the board take over.”
The CS had said that she was following an executive order when she decided to let KUCCPS handle the placement process.
42,000 students registered for a chance to attend KMTC colleges, however only 11,975 (or 28%) of the candidates were placed, leaving almost 30,000 students out.
