Macharia stated in her report to the Education Committee that the services are crucial for Performance Contract oversight and implementation in accordance with section 11(c) of the TSC Act 2012.
They have a significant impact on the prompt resolution of ongoing disciplinary matters and the application of teaching standards. According to Macharia, the Commission needs Sh300 million to fund the programs and activities at the county and subcounty levels.
The TSC uses the TPAD system 2 as a tool to assess instructors’ performance in accordance with the benchmarks the organization has established.

The system’s primary objective is to increase teachers’ effectiveness, which would then raise students’ academic progress. It began to be formally operational in 2016.
Seven teaching standards—professional knowledge and application, time management, innovation and creativity in the classroom, learner protection, safety, discipline and teacher behavior, and promotion of co-curricular activities—are used by TPAD to evaluate the caliber and effectiveness of teachers.
